Rochdale Borough Council’s objective is to commission a Support and Outreach service for Rochdale’s priority groups of young people that identifies and intervenes early and offers ongoing appropriate specialist support and guidance, which will enable them to make informed, realistic decisions for effective transition into Education, Employment and/or Training (EET) and reduce Rochdale Borough’s NEET numbers.
There are four core aims that the commissioned service provider will be expected to deliver
as part of this contract. These are:
• To provide innovative targeted support and guidance to enable the priority groups identified within this specification to participate, progress and achieve in education, employment and training;
• To provide innovative additional, specialist support and guidance for young people, 13-24 who are:
a) Cared For Children/Care Leavers
b) Special Education Needs and Disabilities (SEND) / those with an Education, Health and Care Plan (EHCP)
c) Electively Home Educated cohort
This will be via 2 dedicated specialists working with the Children with Disabilities/SEND Team and Children’s Social Care Team.
• To track and monitor all young people’s participation in education and training up to the age of 19 (and up to 25 for SEND/those with an EHCP) in line with local and national legislation and reporting requirements. The provider must be responsive to any future changes in legislation.
• To implement a new and robust tracking system for Care Leavers 19+ up until the age of 25, tracking their journey in EET/NEET.
