The Royal Borough of Kensington & Chelsea (RBKC) is inviting tenders from sufficiently experienced and qualified contractors for the procurement of an Assertive Street Population Service for rough sleepers.

The contract will be established for a duration of 7 years with a built-in break clause. The delivery of the contract is anticipated to begin on 01/04/2024.

The objectives of this contract are to deliver a range of different services related to supporting rough sleepers across the borough. This includes providing contact, assessment, and referral to support services.

A Service Contract will be awarded to a single contractor. The delivery of the contract is anticipated to begin on 1 April 2024. The objectives of this contract are:

- The overriding aim of the Assertive Street Population Service is to help rough sleepers off the streets as quickly as possible and into accommodation, from where partner agencies can continue the resettlement process.

- The required staff:

• 1 FTE senior outreach worker

• 2 FTE outreach workers

• 2 FTE Navigators

• 3 Supported Lettings Officers

• 3 Floating Support Officers
