The ‘Support at Home’ Service (the ‘Service’) is a key resource in meeting the existing and future needs of Bromley’s population and has been developed to meet the specific needs of adults experiencing mental ill health who require recovery and rehabilitation services in the community. It aims to move people who access mental health services away from more restrictive hospital and residential care settings towards more independent, personalised and community-based support, such as supported accommodation and in-home support.

The Service will be jointly funded by the Council and SELICB. The current service is provided by two separate contracts, one held by the Council and the other by the SELICB. It is the intention of the new service to amalgamate both services into one contract.

six.3) Additional information

Evaluation of the Tender will be based on the CIPFA evaluation model and in full compliance with EU Directives, The councils contract procedure rules and the stated criteria.

Evaluation of the criteria for quality issues etc will also include the operation of minimum score thresholds. if a proposal received a score below the required threshold then the bid may not be considered further. the minimum acceptable score is a requirement to obtain at least half of the available points in any particular area. An indicative use of this model may be downloaded from the Councils website.

The council may make use of the contract of further negotiated arrangements to the extent permissible and in compliance with relevant procurement regulations. Respective Tenderers are advised that the documents issued at this time in conjunction with this Find a Tender Notice may be supplemented and or amended as provided for regulation 53 (6) of the Public contract regulations 2015.
