Justification:

BMT had commenced a decant of collections with a planning assumption that temporary premises would be leased for the storage of fine art during a period of closure; unforeseeable issues have arisen that mean this option is not realisable within the required timescale. A fixed deadline for completion of decant in advance of major infrastructure works that can not be delayed necessitate an accelerated procedure to ensure storage is available within the required timescale.
