two.2.4) Description of the procurement

There are key two elements for this role which are outlined below:

1. Enabling Works – Technical Advisor Role:

The Trust seeks an Engineering Advisor to act in a Technical Advisor role to oversee the delivery of the Enabling Works Project. The Trust requires a competent Engineer with significant experience of Civil Engineering works, design and implementation with experience in bridge and infrastructure construction.

The provider will be required to:

Support, audit and review the current documentation in relation to the Enabling Works;

Work with the Trust, as and when required in providing advice throughout the final stages of work

Ongoing management of the Design and Build contractor to support in the delivery of the Enabling Works;

Technical support and management of the planning process, including permissions and extensions of the planning permission;

Supporting and advising on the discharge of previously granted planning conditions;

Support with applications to, and procurement of, Utility companies;

Clearly articulate their advice in both technical and layman terms, dependent on the audience;

Demonstrate experience of phasing across large scale projects;

Provide assurance to the Trust on the proposed construction programmes and methods of working;

Provide advice to the Trust on the contract options to be utilised for procurement of the professional services;

Participate in the selection process of relevant additional / supporting technical advisers through scoring methodology / interviews;

Provide planning advice and guidance in relation to technical requirements of planning.

2 MIM nVCC Project – Technical Advisor (Tier 1)

The Trust seeks a Technical Advisor with Engineering bias and design acumen to finalise / review the current documentation in relation to the Successful Participant Design for the Successful Participant to Financial Close stage of the procurement.

The Technical Advisor will:

Provide advice on the design / technical aspects, specifications of the final bid to financial close;

Provide advice and support to ensure all changes to the design, Authority Construction Requirements & Contractor Proposals are recorded correctly and understood by the Authority prior to acceptance;

Provide advice and support of design / technical aspects of the bids including but not limited to, the payment mechanism, provision of the service contract post project completion;

Input into and provide technical aspects of the final Project Agreement and related documentation;

Monitor and help develop inserts as required for the Final Business Case. Advise on any drafting of technical inserts required for the IFT or updated documentation (amended as required following competitive dialogue);

Assist with the development and production of the Final Business Case. Assisting in the Preparation of the design / technical sections of the relevant FBC, in relation to but not limited to Estates, Information Management and Technology and Equipment;

Have experience of working within a MIM (Mutual Investment Model) projects, or similar PPP.

The Trust reserves the right to request additional “ad hoc” support or advice in relation to the above as and may be required.
