ESPO is seeking to establish a national framework for the supply and/or collection of small loads of asphalt, aggregates and premixed concrete materials including but not limited to roadstone, concrete aggregates, topsoil, hot rolled asphalt, stone mastic asphalt, surface dressing chippings and concrete products to various public sector organisations including Leicestershire County Council and Leicester City Council. Further information on these ‘lots’ can be found in the invitation to tender, along with detailed specifications.

Tenders are invited for a framework agreement allowing for the supply of asphalt materials, roadstone, concrete aggregates and topsoil, surface dressing chippings, aftercare of surface dressing chippings and premixed concrete for delivery within the County of Leicestershire and the City of Leicester and/or collection of small loads by Leicestershire County Council and Leicester City Council.

This lot is further divided into 5 sub-lots and whilst essentially a direct award, call-off arrangement, it is also enabled for the use of further competitions.

Tenders are invited for a framework agreement allowing for the supply of asphalt materials, roadstone, concrete aggregates, topsoil, surface dressing chippings, aftercare of surface dressing chippings and/or premixed concrete for delivery and/or collection to other eligible bodies throughout the UK.

This lot is further divided into 5 sub-lots and is enabled for further competition only. Only those tenderers bidding for lot 1 will be eligible to opt ‘in’ or ‘out’ of lot 2.

ESPO has established a commercial trading company, ESPO Trading Limited, whose target clients are third sector organisations such as national and local charities, public sector mutual organisations and other organisations involved in the delivery of services to or for the public sector. The successful Supplier may be asked to enter into an additional separate framework agreement (the Second Framework) with ESPO Trading Limited on materially similar terms to that found in the tender pack to be entered into by ESPO itself.

Any Second Framework agreement will be a purely commercial agreement and will, for the avoidance of doubt, not be governed by the Public Contract Regulations 2015 or other public procurement legislation. ESPO Trading Limited may enter into the second framework agreement with the successful supplier and make it available to third sector clients who themselves are not required to follow the Public Contracts Regulations 2015 or other public procurement legislation. Accordingly, this is provided for bidders' information only.
