The Integrated Sexual Health Service includes the provision of Genitourinary Medicine (GUM) services and Contraception and Sexual Health (CaSH) Services, providing open access sexual and reproductive health services Levels 1-3, including testing and treatment for sexually transmitted infections (STIs), routine and complex contraception, medication to prevent HIV infection, advice, support and specialist clinics.

The London Boroughs of Wandsworth, Merton, and Richmond upon Thames, have conducted a joint procurement exercise for the provision of Integrated Sexual Health Service in accordance with the Direct Award Process C of the Provider Selection Regime (PSR) 2023 which came into effect on 01 January 2024.

The Contract will be for a period of two (2) years, commencing on 01 October 2024.

six.3) Additional information

This is a Provider Selection Regime (PSR) Intention to Award Notice. The awarding of this contract is subject to the Health Care Services Provider Selection Regime Regulations 2023. For avoidance of doubt, the provisions of the Public Contracts Regulations (PCR) 2015 do not apply to this award. The publication marks the start of the standstill period. Any representations must be made by 25 September 2024 to the Nominated Lead Authority Wandsworth Borough Council at procurement@richmondandwandsworth.gov.uk.

The assessment criteria that applied under the PSR Direct Award Process C is as follows:

Basic Criteria; Compliance and eligibility, economic and financial standing and technical ability was assessed and scored on a pass/fail basis.

Key criteria; the assessment was carried out in two stages. Stage one denoted the assessment of current performance of the contract which and scored out of 0 - 5. Stage two denoted the assessment of the likely performance of the contract which was scored out of 0 - 5 and weighted out of 100%.

The following weightings applied to each of the key criteria at stage two:

Quality and innovation 30%

Value 30%

Integration, collaboration and service sustainability 15%

Improving access, reducing health inequalities and facilitating choice 15%

Social Value 10%.

All Council officers involved in the assessment process against the relevant criteria under this procurement process had no declared conflicts of interest.

The Provider following the assessment process has suitability demonstrated the continued ability to fulfil the requirements of the Councils within the delivery of the current contract and evidenced the likelihood that this will continue within the award of a new contract.

The participating authorities have complied with its governance requirements in authorising the contract award decision, details of the award decision and decision makers, where required have been published on the Council websites of the participating authorities.
