two.2.4) Description of the procurement

This qualification system has been established to provide the opportunity for contractors to express their interest in providing small project works for Thames Water Utilities Limited (Thames Water).

Small Project Work is defined as civils repairs and maintenance of Thames Water's water and wastewater sites. The intent is that the qualification system will be used primarily as a shortlist for below threshold contracting outside of the Utilities Contract Regulations regime and works contracts are expected to typically be below £250k in value. Thresholds remain subject to review.

Contractors are invited to apply for categories of works as identified against the category as "Works" as detailed within the system.

Thames Water will not be liable for the contractors' costs of responding to this Notice or to any subsequent qualification or tender document or other stages of any procurement process.

Thames Water does not permit duplicate organisation registrations within the portal used for the qualification system.

Although the register will be indefinitely open, to be included in the first phase of projects/works, you will need to have applied and submitted a completed survey response by noon on 2nd November 2022.

Thames Water gives no guarantee of tendering opportunities nor the volumes or value of works being awarded via the qualification system.

All suppliers who wish to respond to this notice must request access to the Supplier Registration Requirement document by using the web link in Section I.3

From your response to the link in Section I.3 or above, Thames Water's Procurement Support Centre will send you an email providing login details for our eSourcing system (i.e. IASTA Smartsource). To complete the Supplier Registration Requirement document you will need to login to IASTA Smartsource.

Although the register will be indefinitely open, to be included in the first phase of projects/works, you will need to have applied and submitted a completed survey response by noon on 2nd November 2022.

If the project requires it, you will receive an additional and separate survey to complete for Data Protection.

six.4.3) Review procedure

Precise information on deadline(s) for review procedures

Where required by Utilities Contract Regulations 2016, Thames Water will incorporate a standstill period at the point information on the award of a contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into. For the award of contracts below the threshold values for the Utilities Contract Regulations 2016, or for which the regulations do not otherwise apply, standstill notices may not be issued.

Thames Water will notify suppliers if their application is successful and, if not successful they will also be provided a summary of the reasons within 15 days of the decision. Unsuccessful bidders have 30 days from the receipt of that summary to challenge that decision.

The Utilities Contracts Regulations 2016 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
