seven.2) Information about modifications

seven.2.1) Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

The value of the original appointment was GBP339,670 which was based on an assumption of a number of applications. Subsequently 44 applications were received which was in excess of the numbers assumed. As a result, there will require to be additional resource allocated to exceed this requirement.

seven.2.2) Reasons for modification

Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee.

Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

The number of applications to the SIM process has exceeded applications and the resource required to evaluate the applications and provide project information to the SIM Group has increased. The level of the applications could not have been reasonably foreseen at the point of the competition being commenced, On the basis that the works involve the evaluation of a number of different applications, it would not be possible to split the services as it would lead to difficulties in relation to ensuring consistencies between two separate teams and ultimately would lead to increased and duplication of costs.

seven.2.3) Increase in price

Updated total contract value before the modifications (taking into account possible earlier contract modifications, price adaptions and average inflation)

Value excluding VAT: £120,420

Total contract value after the modifications

Value excluding VAT: £460,000
