two.2.4) Description of the procurement

Local Authorities are responsible for the delivery of Childhood Vision Screening services. Childhood Vision Screening is an integral part of the universal delivery of the national Healthy Child Programme (0-19 years), this programme aims to improve and promote health for all children and young people and includes mandated responsibilities. Delivery of Childhood Vision Screening meets the criteria laid down by the National Screening Committee (2023), which recommends that all children should be screened for visual impairment between four and five years of age.

Somerset Council is intending to Direct Award a contract for these services following Direct Award Process C of the Provider Selection Regime regulations.

Lifetime value: £354,000

Contract length: 3 years (01.07.2025 - 30.06.2028)

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015/ PA 2023 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to the relevant authority by midnight at the end of the 12th June 2025. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR

Integration, collaboration, and service sustainability, 30% - mid level percentage assigned to this criteria as the sustainability aspect is partially covered in Social Value

Quality and innovation, 20% - whilst quality is important, as this is a short term contract, innovation requires a lower percentage than the other key criteria
