two.1.4) Short description

The Newcastle University Translational and Clinical Research Institute is one of three

research institutes established in 2019 following a restructure within the Faculty of Medical

Sciences. Its members map across the biomedical research landscape. A number of major

research projects are led from within the Institute including the “NASH Disease Translational

Accelerator” (NASH-DTA) project. This project funded brings together clinicians and

scientists from prominent academic centres across Europe and industrial partners to

conduct research into advanced liver disease/cirrhosis caused by non-alcoholic fatty liver

disease (NAFLD). Their common goals are developing, validating and qualifying better

biomarkers for NAFLD. Strongly associated with the epidemics of obesity and type 2

diabetes that are testing healthcare systems worldwide, NAFLD is an increasingly common

cause of advanced liver disease that is characterized by substantial inter-patient variability in

severity and rate of progression. Biomarkers under investigation in the project include genes

that contribute to NAFLD progression.

The purpose of this tender process is to engage a supplier to provide clinical research

support, central laboratory services and to oversee biological sample transfers and provide

centralised laboratory processing of biological samples collected during the course of the

study.

Precise information on deadline(s) for review procedures

Newcastle University will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing before the contract is entered into. Applicants have 2 working days from notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before expiry of the standstill period. Such additional information should be requested from the address referred to in part 1.1 above. If an appeal regarding the award of a contract has not been successfully resolved, the Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly. Where a contract has not been entered into the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the Court may only award damages.
