two.1.4) Short description

The Rapid Capabilities Office, part of the UK Ministry of Defence (“The Authority”), intends to award Lockheed Martin Aeronautics (“the Contractor”) a contract for experimentation on the capability to visualise MADL data from the F-35 on Nexus, an integrated set of technologies that enable acquisition, preparation, delivery, and governance of MOD information. The estimated value is £850k Ex VAT with an expected duration of 6 months.

In accordance with regulation 4 of The Defence and Security Public Contracts (Amendment) (EU Exit) Regulations 2019 (SI No.2019/697) this procurement shall be regulated under the provisions of the Defence and Security Public Contracts Regulations 2011 (DSPCR 2011) as amended (in particular by SI 2019/697 and SI 2020/1450).  Prior publication of a contract notice in the Official Journal of the European Union is no longer appropriate.

It is considered that this contract can be placed using the Negotiated Procedure without Prior Publication of a Contract Notice in the UK e-notification service (as required by the relevant legislation) and is lawful in accordance with regulation 16(1)(a)(ii) of the DSPCR 2011 for technical reasons. LM have exclusive rights to the MADL data, the Open Systems Gateway which processes the data into UCI and the schema of the UCI. The RCO needs access to the UCI in order to connect the MADL information to be visualised on Nexus. Therefore, the RCO requires a single source justification to be able to experiment as part of DEIMOS. The Contractor is therefore the only supplier able to meet the requirement.
