Kent County Council (the Council) is the largest local authority in England covering an area of 3,500 square kilometres. It has an annual expenditure of over £1bn on goods and services and a population of 1.6m. The Council provides a wide range of personal and strategic services on behalf of its residents, operating in partnership with the NHS Kent and Medway Clinical Commissioning Group, 12 district councils, and 289 parish/town councils. KCC consists of four directorates:
Adult Social Care and Health;
Children, Young People and Education;
Growth, Environment and Transport; and
Strategic and Corporate Services.
This service is being commissioned on behalf of the Growth, Environment and Transport directorate.
The scheme requires the design and construction of a new road (Phase 1) and improvements of an existing junction (Phase 1a) to form part of a new strategic highway known as the Sturry Link Road (SLR) as shown in the “Scheme Details and Requirements” document. The site is located 3km to the north-east of Canterbury, in Kent, on the western outskirts of the village of Sturry.
The intent of the SLR is to support the level and distribution of development being proposed in the Canterbury City Council’s Local Plan, with new home allocations of around 16,000. Furthermore, the SLR aims to ease congestion in Sturry and improve the operational safety of the Sturry level crossing through reducing the amount of traffic that crosses it.
Project value is £29.6m with construction cost budget of £16.6m.

The Form of contract will be The New Engineering Contract 4 (NEC4) Option A (fixed lump sum with Activity Schedule) with KCC Z Clauses. This scheme will be fully designed and will therefore be a “build/construct” contract.
The value of the contract falls is above the Public Contract Regulations 2015 threshold for Works, and the Client is using a competitive tender process (with an option to negotiate if required) to procure the required Services.
The contract will be awarded to a single supplier following this procedure and interested suppliers are hereby invited to express their interest in this tender opportunity and submit their completed SQ by the date specified above.
