two.2.4) Description of the procurement

The purpose of this procurement is to establish a DPV for the provision of children's placements with Residential Homes. For the following service levels:

The Contracting Authorities are participating in this DPV, in order to fulfil their statutory duty to provide high quality residential care to looked after Children for whom they are responsible.

Commissioning as a consortium of Contracting Authorities allows us to meaningfully engage with the market whilst enabling us to achieve sufficiency of Placements, efficiencies in the purchasing and development of services and advocating better care on behalf of Children.

Contracting Authorities seek to commission high quality Placements closer to home, that meet the needs of Children and young people. Our vision is that Children’s Homes offer good quality and well-timed integrated support which help Children achieve their optimum outcomes.

The knowledge and experience of Providers should help to transform the lives of Children, enabling them to break down barriers and turn challenging situations into positive ones. We want all our Children, to emerge emotionally resilient and as confident and competent citizens who are able to realise their full potential and contribute to and access the opportunities available to them within their communities. We believe this can be achieved by:

Working with professionals to develop a greater understanding of a Child’s needs and to agree an outcome focused care plan that is reviewed over time.
Listening to and learning from the experiences of Children and their families/carers
Ensure Children are linked into opportunities and community resources local to where they live
Focusing on the long-term, including sustainability of Placement, school attendance and attainment
