Severn Trent Water Limited, one of Britain's largest water and wastewater companies, and Hafren Dyfrdwy Cyfyngedig (together, "The Utilities") have obligations to prepare, submit and publish a wide range of information required by their stakeholders including Ofwat, the Drinking Water Inspectorate (DWI), the Environment Agency (EA) and Natural Resources Wales. The information disclosed must be well founded and accurate. Therefore, the Utilities wish to engage a professionally qualified technical auditor with an array of specialist expertise to cover the water industry.

two.2.4) Description of the procurement

The Utilities wish to engage an expert in the provision of services used by large, highly regulated businesses with significant operational undertakings such as the water sector. The Supplier must be capable of leveraging a high performing team of suitably qualified and technically skilled professionals.

The Utilities require access to a range of specialist expertise and qualifications, for example carbon reporting, to be able to develop appropriate recommendations benefitting the quality of the final submission requirements. The Supplier must have access to an array of specialist expertise beyond the standard financial and business management disciplines.

The Supplier will work closely with The Utilities during the development of submissions utilising appropriate skills and experience to provide independent challenge and recommendations. As requirements and understanding evolve, the Supplier must adopt a flexible approach to maintain quality. The Utilities and the Supplier shall jointly prepare adaptable annual assurance plans highlighting respective accountabilities, subject to agreement, with the possibility to make agile updates as submission requirements change.
