seven.2) Information about modifications

seven.2.1) Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

Utilisation of Regulation 72 (1(b)) to allow continuity of services for a period of 24 months with further 12 months’ extension options as a contingency for procurement delay.

seven.2.2) Reasons for modification

Need for additional works, services or supplies by the original contractor/concessionaire.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

The additional services are essential to ensure that the laboratories managed services (LMS) can continue whilst a suitable replacement operator is identified and put in place. The Authority has commenced a procurement process for LMS critical to its operations (contract notice 28th March 2024 (reference MAR502011). The combined period of the anticipated procurement process and mobilisation period for the successful provider is 2 years. The modification is to cover this period as it is critical to the Authority's operations that it has ongoing provision at all times of highly regulated laboratories managed services. During this period, the modification encompasses replacement of critical end-of-life equipment only. Provision has been made for 2 x further 12 month contingency periods. These are in place as a contingency and for the sole purpose of enabling the Authority, should it require, to further extend to cover any unexpectedly delays in the anticipated procurement timetable.
