Description

PME in this case is where the City wishes to seeks input from the market as to what might be the most attractive way of packaging and scoping this opportunity.

This exercise will provide an opportunity for the City to obtain insight into how participants might approach the delivery of the service in question. It also gives a useful early insight into the likely level of interest in a proposed project from that market.

Participants must also note that a response to this notice does not guarantee an invitation to participate in this or any future procurement that the City may conduct, nor that the City will procure any such supply and services or accept any proposals offered. Any Procurement of the supply and services by the City will be carried out strictly in accordance with the Procurement Act (PA23).

The City has developed a questionnaire that they would like interested parties to complete.

As stated above, the outcome of the PME exercise will inform an options appraisal with recommendations.

Background and Scope

A new contract is required in autumn 2025 to ensure water safety and compliance with Legionella ACOP L8 for the City's housing stock i.e. Barbican Residential Estate (BRE) and Housing Residential Accounts (HRA).

The periodic inspection requirements for both BRE & HRA includes:

• Monthly inspection of communal cold-water storage tanks

• Quarterly inspection of communal showers

• Annual inspection of hot water calorifiers, combination heaters and TMVs

• Annual inspection of communal cold-water storage and drinking water tanks

• Monthly temperature checks within tenanted properties

• Monthly and quarterly sampling of water features e.g. ponds

The City anticipates launching the tender for the above services covering both BRE and HRA in June 2025. The procurement will follow an Open Procedure and will be divided into separate lots. If you are interested in participating, please express your interest via the Jaggaer portal.
