two.2.4) Description of the procurement
Neath Port Talbot Council intends to advertise the Tender for the provision of a Pan Disability Core and Cluster Scheme, which should be published around February 2022 via Sell2Wales.
It is currently felt that the contract will be for a period of 5 years with the option to extend by a period, of up to a further 5 years and will be tendered on the basis of M.E.A.T (Most Economically Advantageous Tender). It is anticipated that the contract start date will be 1st August 2022, however bidders should note that there will need to be some flexibility with the contract start date with current restrictions in force and any unforeseen delays to development completion.
As the service is a new development there will be no TUPE requirements. Bidders will need to plan for redeployment of existing experienced staff with some newly recruited and appropriately trained staff.
Six Individuals are likely to take up tenancies within a two bedroom bungalow and 4 self-contained purpose built flats, which will be located in the Neath Port Talbot area. The service will consist of a mix of 2:1, 1:1 support and shared care in the Bungalow and targeted 1:1 in the self-contained flats.
A market engagement event has been arranged for the 16 December 2021, where potential bidders who are interested in delivering the above service are invited to meet and discuss with Council Officers the service to be tendered. The format of the event will consist of presentations from the following:
- The Council – Services to be delivered, plans for the scheme and the tender.
- First Choice Housing Association – Overview of property and Management Agreement.
Following this event, attendees will also be invited to a 1:1 meeting with commissioners to discuss various aspects of the proposed model. These events have been arranged as an opportunity for the Council to seek feedback from Providers and set the essential criteria you will have to meet to bid for this tender. There will also be an opportunity for potential bidders to ask the Council any questions it may have around the proposed tender.
