two.1.4) Short description

The Pinpoint System is a multifaceted security system which uses Personal Infrared Transmitters (PITs) allowing staff to easily and discreetly activate calls for Assistance and Emergency. The PIT is a discrete small fob that staff can have in their pockets; on lanyards attached to their staff badges. When a call is activated, Alphanumeric Display Units emit an alarm tone and pinpoint the exact location and type of call. This information can also be relayed to a range of devices such as pagers; mobiles and PC's ensuring response staff can identify both the type and source of call quickly. Intelligent infrared capabilities mean that the Pinpoint System takes less than 85 milliseconds from activation to display.

Currently Pinpoint Systems are used at Gartnavel Royal Hospital and Stobhill Hospital at the Kelvin, Clyde, Iona and Tate Wards and at Skye House and Eriskay House Respectively. This is a closed protocol system and is one that has been in place for a number of years.

Consequently, the staff security alarm system is a service which is already in place and is a closed protocol system. To change this system would cause a significant amount of disruption to NHSGGC Staff and Patients. Therefore the best course of action to insure compliance with procurement regulations, and ensure the continued maintenance of these systems, is to publish a voluntary ex ante transparency (VEAT) notice.

Section four. Procedure

four.1) Description

four.1.1) Type of procedure

Award of a contract without prior publication of a call for competition in the cases listed below

Explanation:

This is a service which is currently in place and is provided by Pinpoint Systems. Conducting a full tender procedure would be a significant project that NHSGGC would have to undertake and at this current juncture is not something that would be possible. Additionally implementing a new system would involve a considerable amount of building works; resulting in significant disruption for Staff/Patients and Services

NHSGGC will publish a voluntary ex ante transparency (VEAT) notice on PCS. In accordance with: ‘The Public Contracts (Scotland) Regulations 2015, SSI 2015/446 1 91(7)(a)’.

Additionally and in line with the practices of: Fairness; Openness and Transparency; the publication of this VEAT Notice will be for a period of ten days.

A VEAT is the best legal procurement route to take because the disruption as a result of installing a new system would be significant and would have wide reaching consequences impacting: Staff; Patients and Services.

The contract will be for an initial 4 year period with the option to extend for a further 1x12 months.
