A logistics, storage and operational support contract to enable and support the Environment Agency in its incident response role across England. A key part of the contract is ensuring flood barriers and pumps are ready for rapid deployment to protect against flooding. A detailed Specification will be included in the Tender documents. Requirements will include:
A minimum total of 20,000sq feet with a surge capacity to hold a further 5,000 sq. feet in total if required between locations;
Warehousing and the full access route to the main arterial road network MUST be situated away from areas considered at risk of flooding or of suffering flood-related damage (e.g. ground instability / landslides.)

Nature and extent of the modifications (with indication of possible earlier changes to the contract):
Extension of contract scope and value to allow delivery of urgent international aid (pumps and flood barriers) to support Ukraine’s response to ongoing severe flooding and related services.
• This modification is justified under reg.72(1)(c) of the Public Contracts Regulations, including because the severe flooding in Ukraine and associated request for international aid could not have reasonably foreseen by the Environment Agency.

Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:
Following the severe flooding currently affecting parts of Ukraine following a breach of the Kakhovka Dam, UK Gov has agreed to provide certain international aid to help Ukraine tackle flooding and limit further loss of life, injury, and damage to property and infrastructure. As part of that, the Environment Agency has agreed to send aid in the form of pumps, flood barriers, and other flood response-related equipment.
