This is a contract awarded under the The Health Care Services (Provider Selection Regime) Regulations 2023 Direct Award C.

The contract will commence on 1 July 2025 and the initial term will be 3 years until 30 June 2028. There is an option to extend the contract for up to a further 2 years at the sole discretion of the Authority. The total estimated value of the contract is £8451915.00 including the possible extension period.

The contract is for the provision of a community drug and alcohol service on the Isle of Wight for adults and young people.

The service will be recovery-oriented, outcomes-focused, evidence based and tailored to meet the needs of individuals and communities to empower people to lead drug / alcohol free lives where possible. The service will need to be proactive and responsive to new trends in substance use (illegal, legal, or other) throughout the life of the contract.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to decision makers by 20 November 2024. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR

The relative importance of the Key Criteria used by the authority were;

The rationale for this was based on the detailed list of all requirements according to available guidance including factoring in the relative weighting from the original tender submission and building on the learning from this.

The scoring methodology was based on meeting a satisfactory level and this was on a Yes/No basis. The supplier met this for each of the key criteria.

This is a Provider Selection Regime (PSR) confirmation of contract award notice. This contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. This contract has now been formally awarded using direct award process C.

The contract was awarded on 21 November 2024. The contract period is from 1 July 2025 and will expire on the 30/06/2028. There is the option to extend the contract for a further period of up to 24 months at the sole discretion of the authority. The total estimated value is £8,451,915. There was no review during the standstill period. There were no conflicts of interest or potential conflicts of interest declared during the process.
