North Ayrshire Council require a delivery partner(s) to assist North Ayrshire Health and Social Care Partnership (NAHSCP) to meet our duties under the Carers (Scotland) Act 2016. The provision will use communities and outreach models to extend reach and encourage carer identification, enabling carers to understand their rights and seek out essential information and support.
The service is for all carers of school age and above. The provision will be delivered from Irvine through Three Towns and Garnock Valley to Largs and includes the Islands of Arran and Cumbrae. The provision requires but is not limited to:
- Information, advice and signposting to services making greater use of local, natural and universal resources
- Emotional support by way of one-one, group or peer support, and where required accessing counselling or bereavement services
- Practical support to live a full life alongside caring
- Access to and support to complete Adult Carer Support Plans and Young Carer Statements with support focused on improving wellbeing, social, leisure or self-care activities
- Short breaks from caring
- Access to financial advice and support
- Awareness, learning and training
- Involvement in the design and delivery of services for themselves and those they care for

two.2.4) Description of the procurement
NAHSCP are seeking a dynamic and creative organisation(s) as a strategic partner(s) to help build and deliver key advice, information and support for young and adult unpaid carers in all North Ayrshire localities (Irvine & Kilwinning, Three Towns, Garnock Valley, North Coast and Millport, and the Island of Arran).
The provision of information and support to unpaid carers is a legislative requirement for the Health & Social Care Partnership. The Carers (Scotland) Act 2016 places statutory duties on the Local Authority & NHS Board. The Act gives carers new rights, promotes early information, involvement and prevention as pivotal to support, and seeks to improve the wellbeing of unpaid carers. The Local Authority, with support, will take steps to involve, inform and support carers to make caring more sustainable for those who are willing and able to do so.
In the case of young carers (under 18 years or having reached 18 and still in further education), it is intended they are seen as children and young people first and foremost and are protected from undertaking caring responsibilities which are inappropriate. Young carers should have the same opportunities as their non-carer peers.
This specification supports the spirit and ethos of the Carers (Scotland) Act 2016, Caring Together: North Ayrshire Health & Social Care Partnership Strategic Commissioning Plan 2022 – 30, and the ambitions ongoing under the review of Self-directed Support and the association under the Social Care (Self-Directed Support) (Scotland) Act 2013 and the Care and Support (Direct Payments) Regulations 2014, specifically in relation to carers. It also requires taking into consideration the National Care Service Bill and its regulations/ directives. We will seek to work with the successful organisation(s) to undertake any necessary design and reconfiguration of services required because of future legislation.
A wide range of information and support services will be devised with carers to meet the needs of all carers from primary school age upwards through adulthood. The provision will be delivered predominantly by outreach in appropriate community settings. Support will also be by telephone, email, digital (teams/ zoom), social media, drop-in surgeries to host one-one meetings or by groups and will include, but is not limited to:
- Information, advice and signposting to services making greater use of local, natural and universal resources
- Emotional support by way of one-one, group or peer support, and where required accessing counselling or bereavement services
- Practical support to live a full life alongside caring

Timescales for the project are estimated at this current time and subject to confirmation however, a tender date of January 2023 is being proposed.
