The Solution is intended to support the management of Traffic Signal equipment and other highway-associated systems. The Solution is intended to act as a UTMC-compliant hub interfacing with the existing UTC traffic signal control system and the Traffic Signal Maintenance Supplier’s Fault Management System. It will support daily asset management, replacing the current 'Osprey' UTMC compliant XML CDMF system. The Solution will be provided as a hosted solution, with the capability to interface with future hosted versions of UTC and other UTMC compliant systems. The Solution is essential to support Norfolk County Council’s daily management and maintenance of traffic signal assets and their associated system infrastructure.

The Public Contracts Regulations 2015 (as amended) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
