Explanation:
Mental Health is one of the biggest programmes of work within the NHS Long Term Plan with several key deliverables and national targets which includes many associated with Children and Young People (CYP).
LCCG has historically commissioned a collaborative of providers from across the NHS and 3rd Sector (the 'CAMHS Partnership') to deliver mental health support for CYP and families across the different levels of presenting need. This includes generic MH support and some elements which are targeted at specific populations (e.g. Children in Care, refugee and asylum seekers, Youth offending, neurodevelopmental conditions, school based support and online counselling).
The intent is now to award a further 2-year contract to the 3rd sector generic CAMHS providers, on the basis that the current Providers contribute to a number of the Long-Term Plan deliverables and national guidance, such as 'Future in Mind', which emphasises the need for more systemic, youth and community models to support CYP MH.
The 3rd Sector CYP MH organisations are also evidenced as excellent value for money delivering high quality and accessible services at low cost with excellent outcomes.
Furthermore, local and national directives emphasise the need for more collaboration between providers taking an alliance approach to delivery. The Liverpool CAMHS Partnership is an existing collaborative which is recognised nationally as good practice, that has developed and strengthened over several years evidencing good outcomes. Improved longer term contracting arrangements has the potential to strengthen this existing collaborative further.
Given the increase in prevalence for mental health, the demand for local mental health service following Covid-19 and the restructuring of CCG's, stability of current services is essential. It is envisaged that once the Integrated Care System is established opportunities for the longer term strategy of Children and Young Peoples Mental Health Services will emerge, potentially across a bigger footprint.
