This Prior Information Notice (“PIN”) has been published by Regional Business Services Organisation (“BSO”) Procurement and Logistics Service (“PaLS”) on behalf of the Strategic Planning and Performance Group of the Department of Health Northern Ireland (SPPG) (DoH). This notice relates to the planned procurement of services classified as ‘Social and Other Specific Services’ under Schedule 3 of the Public Contracts Regulations 2015 (“the PCR”) which will be subject to the provisions of Chapter 3, section 7 of the PCR, otherwise known as the Light Touch Regime (“LTR”). It is anticipated that the tender will be advertised in financial year 2023/24. Please note the ‘Estimated date of publication of contract notice’ in Section II.3) of this notice is estimated and is subject to change. This notice has been placed for advertising purposes only. The procurement exercise will be conducted in accordance with the information contained in any final published tender documentation. Interested tenderers are advised to ensure they are registered on the eTendersNI portal where any tender opportunity will be advertised. There is no guarantee a procurement process will run. The SPPG wishes to carry out pre tender market engagement with interested Providers using a pre tender market engagement paper. The purpose of this PIN and pre tender market engagement paper (CfT reference 4977000) is to engage with and receive feedback from the market by outlining the SPPG’s proposals for the Social Support Service for adults with Acquired Brain Injury (ABI) and their Carers including the proposed model and key elements of the service, and its procurement plans and requirements. The pre tender market engagement paper and questionnaire will be available on eTendersNI (https://etendersni.gov.uk) under CfT reference 4977000. Interested providers are asked to submit their responses to the questionnaire on eTendersNI via the messaging area under CfT reference 4977000 by 15:00 on 20 October 2023. Any interest shown in the pre tender market engagement does not constitute a commitment to participate in a procurement exercise. Failure to show interest does not restrict providers from participating in any future procurement exercise.
