This is a notice for intention to award a contract under Provider Selection Regime Direct Award Route c.

The provider is required to donate surplus tissue from elective orthopaedic surgery (femoral heads) for the purpose of transplantation. The provider will provide Leicester Bone and Tissue Bank with samples for microbiological testing from each donor and blood samples for virology testing. At least two 'Persons Designate' (PDs) must be appointed by the provider (usually Theatre Managers, operating department assistants or change nurses) and they are required to liaise with LBTB whil emanaging the service. PDs must undertake training for their role (provided by LBTB). PDs are responsible for alarm test audits, freezer logs, disposal of non conforming tissue, reporting and general running of the satellite service.

We are intending to award this service to Spire Leicester Hospital under the PSR Direct Award Route C.

The approximate lifetime value of the service is £0.00. Please note that this has been marked as £1.00 as a registered input into FTS.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to decision makers by 20/09/2024. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR. Any appeals to the decision must be made in due time to ali.babu@uhl-tr.nhs.uk.

The decision was made among the clinical service procurement team alongside the contracts & commissioning team, with consultation from the Tissue Bank General Manager. There were no declared conflicts of interest.

The award decision has been made subject to criteria listed under the PSR -

Quality and Innovation -

The current provider is audited internally by the Bone Bank on a yearly basis. Trainng is updated and provided where needed. The provider is inspected every two years by the Human Tissue Authority. Regular discussions / presentations held between Service Manager/Quality Lead and Service provider to make sure service is running smoothly and to identify and area that needs improvment.

Value -

Spire Leicester Hospital do not charge the Trust any fees for this service.

Integration, Colloboration and service sustainability -

While the LBTB supply the provider with the required equipment (Freezers, consumables etc.) as agreed as part of the specification, the provider is supplying the space and staffing to run the satelite service. They provide a 24/7 service which allows the Trust access to the samples whenever they are required - Provider is 25 minutes away from the Leicester Glenfield Hospital site by car, where the service is centrally managed. As LBTB manage the equipment, we are able to ensure continuity of service can remain.

Improving access, reducing health inequalities and facilitating choice -

While the LBTB supply the provider with the required equipment (Freezers, consumables etc.) as agreed as part of the specification, the provider is supplying the space and staffing to run the satelite service. They provide a 24/7 service which allows the Trust access to the samples whenever they are required - Provider is located only 25 minutes away from the Leicester Glenfield Hospital site by car, where the service is centrally managed.

Provider is located just 25 minutes away from the Leicester Glenfield Hospital site by car, where the service is centrally managed, allowing much lower impact on the environment than suppliers based further away. As the provider is based in Leicester, the staff hired to oversee the contract from their side will be local, allowing for a positive impact on the local economy.
