The contracting authorities are exploring the potential procurement of a low carbon/renewable electricity supply under the Utilities Contracts (Scotland) Regulations 2016. This supply must be delivered directly to Shieldhall WWTW and Queen Elizabeth University Hospital, via a private wire connection, and meet specific technical and delivery requirements.

In particular, the authority is seeking to understand the extent to which the market can provide:

- A low carbon/renewable electricity supply of 37 GWh per annum for use at the authorities sites;

- Delivery of that electricity via private wire infrastructure that does not rely on the public electricity grid;

- Full commissioning and operational readiness of the solution by 1st January 2027

- Technical feasibility of locating generation infrastructure within the vicinity of the sites to enable a private wire connection that minimises transmission losses and aligns with planning and development timescales.

This PIN is not a call for competition but forms part of a preliminary market consultation.
