NHS Norfolk and Waveney Integrated Care Board is inviting suitably qualified and experienced providers to express their interest in delivering a Individual Placement and Support Service

The purpose of this advert is to invite the market to engage, provide feedback on the draft specification and register for a market engagement session to discuss feedback on at 2pm Monday 23rd September 2024.

The deadline for Soft Market Testing responses is by 17:00 hours on 23rd September 2024.

The deadline for expressing interest in attending the Market Engagement event is 17:00 on 20th September 2024.

Please note this is a market testing exercise and does not commit the ICBs to carry out any further procurement process. Current services will remain in place during this period in line with existing contracts and service level agreements. Any future opportunity will be advertised in accordance with the regulations.

two.2.4) Description of the procurement

The aim of this service is to deliver an individual placement and support employment service for people with severe mental health issues, based in secondary mental health teams and primary care, across Norfolk and Waveney ICS.

The employment specialist will work in close collaboration with clinical staff. They will also work with employers to seek employment opportunities for individuals and with any individuals who express an interest in employment to achieve an employment outcome.

The service will deploy Employment Specialists (ES’s) into the secondary mental health teams. ES’s will also work with (and be integrated to) Primary Care Networks, as part of the Community Transformation Programme. The ES’s will provide employment support in line with the principles of Individual Placement and Support (IPS).

IPS has been identified by both DWP and NHS England as a promising intervention to address unemployment within mental health. IPS is a replicable, evidence-based, supported employment programme that has been shown to deliver superior employment and health outcomes for people with severe mental health problems.

The IPS approach is based on eight key principles:

1. It aims to get people into competitive employment
2. It is open to all those who want to work
3. It tries to find jobs consistent with people's preferences
4. It works quickly
5. It brings employment specialists into clinical teams
6. Employment specialists develop relationships with employers based upon a person's work preferences
7. It provides time unlimited, individualised support for the person and their employer
8. Benefits counselling is included

The Commissioners are keen to receive feedback on the existing service specifications and to support the development of new service specification

The aim of this Expression of Interest is to;
1. provide the market with visibility of the proposed opportunity;
2. support the ICB decision making to inform the future commissioning of services (as applicable);
3. to help define the future service approach, model and timelines;
4. to gauge the level of interest from the market of capable providers with capacity across the region to deliver the services noted above.
5. Invite interested Providers to attend a Market Engagement sessions at 2pm on Monday 23rd September 2024.

A further advertisement will be issued at the appropriate time. You will not be disadvantaged in any subsequent process if you choose not to respond to this market testing process, but the Commissioner wishes to understand your views. The deadline for Soft Market Testing responses is by 17:00 hours on 23rd September 2024

Registration to attend the market engagement event closes 17:00 hours 20th September 2024.

Please note this is a market testing exercise and does not commit the ICB to carry out any further procurement process. Current services will remain in place during this period in line with existing contracts and service level agreements. Any future opportunity will be carried out in accordance with the ICB’s procurement obligations under the Provider Selection Regime.
