This specification sets out the Council’s requirements in respect of the Short Duration Hire service and will form part of the contract with the Council.

two.2.4) Description of the procurement
Bournemouth, Christchurch, and Poole (BCP) Council are inviting tenders from suitably
qualified Contractors to deliver a Short Duration e-Bike, e-Scooter and Pedal
Bike Hire in the BCP Council area.
Bournemouth, Christchurch and Poole (BCP) Council (the lead contracting authority) is
acting as procurement agent on behalf of itself and Dorset Council.
During the procurement procedure the lead contracting authority will communicate with
prospective bidders on behalf of all contracting authorities. For the avoidance of doubt the
lead contracting authority is responsible for all clarification and evaluation activities.
Whilst for the purpose of this procurement Dorset Council is also a named Contracting Authority, there is no obligation on Dorset Council to enter a contract. Dorset Council has been named as a Contracting Authority for the purpose of reserving access to the Contract should Dorset Council wish to, subject to its own funding and requirements of its own bike scheme. The above indicative annual value for Dorset Council will be subject to Dorset Council’s own contract award, should Dorset Council decide to enter a contract.
