Competitive flexible procedure description
The Council intends to conduct a Competitive Flexible Procedure in three stages:
1. Conditions of Participation (CoP)
2. Invitation to Tender (ITT)
3. Contract Award
The Conditions of Participation are set out in the Procurement Specific Questionnaire (PSQ) and will be evaluated at the separate, initial Conditions of Participation Stage.
Section 22 of the Procurement Act 2023 makes provisions for the Council to set Conditions of Participation which a Supplier must meet to be awarded a contract. The Council will use the PSQ to determine whether you are able to meet the legal and financial capacity, or technical ability to perform the contract. If you meet these Conditions of Participation, and are short-listed, then you will be invited to participate in the Invitation to Tender stage where the winning Supplier will be selected.
The Council intends to select the Top Six (6) to progress to the Invitation to Tender stage based on the top highest scoring submissions and all Pass/Fail elements being passed.
Full information on the procedure can be found in the provided Conditions of Participation documents.
