Description

Bournemouth Christchurch and Poole Council (BCP Council) is establishing a Framework for the implementation of the Plan for Play programme including:

• Lot 1 The purchasing of play equipment, spares and installation

• Lot 2 Play equipment defect repairs and maintenance

• Lot 3 Design and build of a wheeled park

• Lot 4 Design and build of play spaces to include new sites, refurbishments and replacements

The framework agreement will be for 4 years and has been developed for an initial tranche of work for phase 1, 2025/26 - 2026/27 of a 5-phase programme, subject to further funding approval.

BCP Council currently has a total of 171 play areas, including equipped play, natural play, play trails, multi-use games areas (MUGA's) and rebound walls. Wheeled activity spaces including skate parks and BMX tracks. Across the BCP Council area there are 1,175 individual pieces of play equipment. BCP Council's play stock is in major decline and heading towards end of life soon

This contract has been divided into lots which are:

• Lot 1 The purchasing of play equipment, spares and installation

• Lot 2 Play equipment defect repairs and maintenance

• Lot 3 Design and build of a wheeled park

• Lot 4 Design and build of play spaces to include new sites, refurbishments and replacements

Bidders may submit tenders for a single lot or multiple lots. The Council reserves the right to award one, multiple, or no lots to any bidder, depending on the evaluation outcomes and the best interests of the Council.

Lot 1. The purchasing of play equipment, spares and installation

Description

Scope: to include but not limited to:

• Swing seats and chains

• Small play items

• Individual replacement equipment and parts

• Bulk buying of frequently used parts

• Bespoke spares direct from suppliers

• Bespoke small/medium and large pieces of play equipment direct from specific suppliers

• Gates and play fencing

Lot 2. Play equipment defect repairs and maintenance

Description

Scope: To supply parts and works to fit and make defect repairs, which could include but not limited to:

• Repairs to play equipment

• Repairs to safety surfacing

• Repairs to ancillary items within a play space

• Inspection and repair of cable ways

• Any related ground works

• Installation of new individual pieces of play equipment

• Installation of new safety surfacing

• Fabrication works on individual pieces of equipment

• Decommissioning and removal of play equipment and surfacing

• Jet washing and cleaning of play spaces and ancillary items

• Repairs refurbishment or replacement of other existing wheeled activity sites.

• Planning application and other consents

• Project management

• Repairs

• Resurfacing

• Design and build play spaces to refurbish or replace current spaces and equipment, including for disposal of some existing items, changes to layouts and all elements of redesign.

• Remove and replace specific pieces of equipment or add new items.

• Community engagement on final designs and specifications, theming
