Scope

Description

The Royal Borough of Greenwich are seeking to appoint a financially stable, suitably qualified and experienced Energy Services Company (ESCO) to operate & maintain the energy centre and distribution network at the Woolwich Leisure Centre site. The successful company will have full commercial responsibility for the reliable provision of heating services (including maintenance, repair, capital replacement, metering, billing, customer services, managing customer supply agreements etc) to all connected customers. Under this arrangement, all operational risk will sit with the ESCO for a proposed period of 25 years from commencement of the contract. The ESCO will also be required to supply electricity to the leisure centre and integral café which they will bill to the two respective operators.

The energy centre sits on and within the new Leisure Centre being constructed on Woolwich New Road SE18. The energy centre will provide heat to the new leisure centre which will be operational at the outset of the contract. The ESCO will be responsible for arranging connection and supply to the adjacent Tramshed building. As the residential development to the rear is completed, the ESCO will adopt infrastructure to that development (being installed by others) and then take on the supply of heat and all billing etc to the development of circa 500 flats and 1000 sqm of non-residential space.

The ESCO contract is expected to commence in Autumn 2026 and be for a term of 25 years. To note, the energy centre will be operated for the first year (Autumn 2025 - Autumn 2026) via the current contractor. The housing development is expected to commence in 2027 and complete by 2031.

The tender process for the ESCO provider is expected to commence in Summer 2025.

Engagement process description

Purpose of the event:

The market engagement event is an opportunity for the Royal Borough of Greenwich (RBG) to advise the market of what we are seeking to procure, the expectations of ESCO, provide an overview of the procurement process and allow prospective bidders to ask questions.

The event will take place at The Woolwich Town Hall (Wellington Street, Woolwich, SE18 6PW) on 23rd June 2025 at 9am.

Refreshments:

Basic refreshments (tea, coffee, water) will be provided at the event.
