This procurement is being carried out by Defra Group Commercial in accordance with the Open Procedure as set out in the Public Contract Regulations 2015 (PCR) on behalf of Natural England and Arm’s Length Bodies.

Natural England is setting up the framework to appoint the services of suppliers, contractors and consultants with relevant skills, experience and expertise in providing expert advice and training on a wide range of planning issues to decision makers and consultees nationally.

Natural England advises on the environmental aspects of sustainable development and engages with the planning system as a statutory consultee for development plans, Environmental Impact Assessments, Strategic Environmental Assessment, Nationally Significant Infrastructure Projects and where planning applications are likely to impact upon NE particular interests, including protected habitats, Sites of Special Scientific Interest and designated landscapes.

This framework will mainly cover, but will not be limited, to Sustainable Development (SD) Programme advice planning related requirements.
