two.2.4) Description of the procurement

NHS Midlands and Lancashire CSU is working with NHS Cheshire and Merseyside ICB to commissioning a new model of Children's Emotional Health & Wellbeing provision in Wirral.

The Children's Emotional Health and Wellbeing Transformation project is a partnership project between Wirral Metropolitan Borough Council (WMBC) and Wirral Place ICB. The project is looking to bring emotional health and wellbeing services together to provide a single route to access support in Wirral, to make it easier for children and young people to get the support they need when they need it. The scope of this project is all services that support emotional health and wellbeing for 0-18s with a GP in Wirral and/or resident in Wirral.

This is planned to be in place from April 2024 onwards, and includes key functions such as a Single Point of Access, a digital platform, marketing and communications, as well as direct support services for children, young people and their parents/carers.

The contract term is five years plus the option to extend for a period of two years (5 + 2). The financial envelope for this tender is £756,876 per annum.

This contract is for services which are light touch regime services for the purpose of the Public Contracts Regulations 2015 as specified in Schedule 3 of the Regulations ('Regulations'). Accordingly, the contracting authority is only bound by those parts of the Regulations detailed in Chapter 3 Particular Procurement Regimes Section 7. The contracting authority is not voluntarily following any other part of the regulations.

Right to Cancel: The Contracting Authority reserves the right to discontinue the process at any time, which shall include the right not to award a contract or contracts. This is not a call for tenders and the Contracting Authority does not bind itself to accept any tender received and reserves the right to award a contract in part, or to call for tenders should as consider necessary.

The Contracting Authority shall not be liable for any costs or expenses incurred by any candidate or tenderer in connection with the completion and return of the information requested in this notice, or in the completion or submission of any tender, irrespective of the outcome of the competition or if the competition is cancelled or postponed.
