American Chemical Society is the sole agent for its Chemical Abstracts Service Scifinder and owns the intellectual property of its academic publications. The research database material and tools are unique to the Scifinder platform and are unavailable elsewhere. The proprietary academic content is heavily used by the Science Faculty within the University of Strathclyde and the unique and original research content on the site means that no other product or services can meet the specified requirement.

As a result the University intend to make use of The Public Contracts (Scotland) Regulations 2015, Regulation 33(b)(iii) Use of the negotiated procedure without prior publication

33.—(1) A contracting authority may award a public contract following negotiated procedure without prior publication of a contract notice or prior information notice in any of the following cases—

Explanation:

The proprietary academic content is heavily used by the University of Strathclyde Science Faculty and the unique and original research content on the site means that no other product or services can meet the specified requirement.
