two.2.4) Description of the procurement

The Global Centre for Rail Excellence (GCRE) is embarking on an ambitious project to design and build a new rail test track facility. The centre is an imaginative and ambitious c.GBP250 million infrastructure project transforming a former open cast mine and washery site into a purpose-built, modern and dynamic test facility for international rail innovation, offering leading-edge research and development facilities. It will have infrastructure and rolling stock testing and R&D facilities which will create innovation opportunities to complement the testing offering. Located in South Wales at a site located on land within the local authorities of Powys and Neath Port Talbot, GCRE will be a purpose built, modern facility with the potential to transform the railway industry in the UK, make a significant socio-economic impact in Wales, and contribute to the UK Government’s rebalancing agenda by delivering much-needed investment to a deprived area and stimulate the UK’s research, development and innovation (RDI) capabilities.

Procurement potentially may include works associated with passive rail systems (including but not limited to areas such as permanent way, overhead line electrification, civils works etc), active rail systems (including but not limited to areas such as signalling, SCADA, power, telecoms etc), fencing, depot and building related requirements and bulk purchase of materials. These may be split into Lots or a number of Contract Notices depending on final strategy.
