London Borough of Tower Hamlets (Tower Hamlets) are looking to procure four suitable providers to form a framework to supply Befriending Short Break Services for four years.

The estimated contract value for the total four years is £1,226,030.

two.2.4) Description of the procurement

Tower Hamlets are seeking expressions of interest from suitably skilled and experienced suppliers to deliver Befriending Short Break Services.

The services Service will be available for children and young people aged five to 17 (up to a child’s 18th birthday), who:

• are on the autistic spectrum (Autistic Spectrum Disorder - ASD); and / or

• have severe learning difficulties; and / or

• have complex health needs, including (although not limited to) those with physical and / or learning disabilities, those who require palliative care (continuing care), and those with associated sensory impairments and must also be available to young people with disabilities who are aged 18 to 25, on a spot-purchase basis (i.e. care package to be purchased, as and when needed, on a case-by-case basis).

The successful provider will enter into contract with Tower Hamlets utilising Framework Agreement included in the Tender pack, then subsequently utilising the call-off agreement also included for each project requirement.

Tower Hamlets are following the Open procurement procedure in accordance with the Public Contracts Register 2015.

Tower Hamlets reserve the right not to award any contract pursuant to this procurement exercise and/or to abandon this procurement exercise at any time and/or to award a contract for part of the services at it's sole discretion. Tower Hamlets shall have no liability whatsoever to any applicant or tenderer as a result of its exercise of that discretion. For the avoidance of doubt, all costs incurred by any applicant and/or tenderer before signature of any contract with Tower Hamlets shall be incurred entirely at that applicant's/tenderer's risk.

Tower Hamlets anticipates that the Transfer of Undertakings (Protection of Employment) Regulations 2006 does not apply to this Contract
