two.2.4) Description of the procurement
The Council requires supply and delivery of Green Hydrogen fuel as it transitions towards a low emissions fleet. The Hydrogen provided must be fuel cell grade meeting at least one of the following standards:SAE: J2719_20151, ISO: ISO14687:2019, grade D.Supply and dispensing of Hydrogen fuel is required no later than October 2024 from an initial supply location.
The supplier must commit to the creation of a network of local hydrogen refuelling stations to service the developing hydrogen powered fleet at agreed locations with the Council.
It is estimated the initial volume of hydrogen required is between 1,700 - 2400 kgs per week, with the increased demand expected within the life of a contract as the hydrogen powered fleet develops.
Hydrogen production must be connected directly to a renewable asset, in order to avoid costly transmission charges and ensure full advantage of Renewable Transport Fuel Certificates (RTFC’s) and offer best value.
Carbon emissions related to the hydrogen delivery process must limited, along with a zero emission transport commitment.
The supplier will ensure that fuel is available 7 days a week, 24 hours a day – subject to operational need.
The supplier will ensure that any requirement for Hydrogen fuel transport, will be in accordance with existing and future health and safety and legislative requirements. The Council requires to fill 2 vehicles concurrently and at least 10 consecutively with up to 30kg of H2 Fuel per vehicle at 350bar and the nominated dispensing system must be able to accommodate this from the outset. It is expected that 700bar will be a required as the hydrogen powered fleet develops.
The rate of fill must be less than 5 minutes where vehicle-to-HRS comms exist or 10 minutes without HRS comms, in accordance with fuel delivery Standard SAE J2601/2. Each nominated hydrogen refuelling station will be required to meet the refuelling rate of a minimum of 60g/s in accordance with Standard SAE J2601/2.
The supplier will be required to provide full training to enable drivers and supervisory staff to independently fill their vehicles.
An estimated contract value is included in this PIN notice as required but please note the anticipated increase to fleet numbers over the life of the contract.
It is anticipated the contract will be awarded for a total of 7 years

The Council is undertaking early market research to inform the procurement and to ensure industry feedback is used to shape, as appropriate, the overall strategy.
