Provide additional targeted and accelerated support which can include pharmacological treatment, to key cohorts of people to enhance the number of quit dates, named but not limited to referrals from mental health services, substance misuse treatment and recovery services, for victims of domestic violence and contacts via the wider voluntary sector.
To employ an additional coordinator to oversee the management, recruitment and programme delivery for specific targeted referrals.
To employ additional stop smoking advisors to manage capacity for the increase in referrals.
The aim will be to achieve a rise in quit dates set upward of approx. 500+
It is the intention of the Council to award this contract under the most suitable provider process.
The lifetime of the project is for an initial period of 1 year. This is an enhancement of an existing service at it is anticipated that the service will be provided between 01.10.24 - 30.09.25. The lifetime value (1 year) of this contract is £339,537

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. The rationale for using this process is as follows:
Mobilise the enhanced service within a short timeframe as per the allocated funding with the flexibility to build on what is already in place.
Specialist services are already in place and therefore have ability to increase workforce capacity and enhance delivery.
Using PSR 'most suitable provider' enables us to effectively mobilise the service in a quick and timely manner as the grant allocation must be used in line with the grant conditions and the years in which it is provided to the Council.
There is a specific requirement under the terms of the grant funding to channel this funding through local stop smoking services and offers of support.
The provider has demonstrated significant evidence that they meet the 5 key criteria. The evidence has been evaluated and the authority is confident that the provider can deliver the contract.
