The purpose of this tender is to employ roofing support contractors with the view to award a primary provider for each lot on a reactive and small works basis and up to a maximum of 3 contingents to provide support as required by the council.
A provider can bid for all or individual lots.
In addition to the standard lots detailed within this tender, there may also be the requirement for ad-hoc projects to be completed. It is the council’s intention to utilise all winning providers (Primary and contingent for each lot) for mini bid competitions in this instance.
All ad-hoc project works outside of the ‘lots’ tendered under the mini bid process could be up to a value of £75k, any projects over this value will be put out by the council as a separate tender and are not included within the scope of this tender.
There are no guaranteed volumes for all requirements on this contract at any time.

Roof Tiling repairs and replacement – The council has a requirement to survey pitched roofs on a programmed basis in accordance with Decent Homes legislation. This identifies individual properties and streets of properties where the tiled roof coverings have reached approximately 50 years old and/or are no longer fit for purpose. The works required to each property will be specified by the CA prior to the works and the detailed specification can be found in SD1 - Tiled Re-roofing and Insulation Specification. As part of the works it is also a requirement that the ventilation and insulation in the roof space is bought up to current building regulation requirements wherever possible. The provider is to allow for protection of the property and the surrounding area as work progresses and for the removal of all waste produced from site. The contactor is to arrange and include in their pricing for all access requirements as deemed necessary, including any scaffolding requirements. The winning provider will be required to work in conjunction with any Council appointed Solar PV installer to ensure these works are integrated seamlessly with the roofing works on some properties. The contractor where necessary must allow free access to the scaffolding as required, provided the Solar PV installer complies with all health and Safety regulations and RAMS are approved by the roof tiling contractor. The contractor must not withhold or hinder any such installer unreasonably from carrying out their work.

Flat roofing repairs and replacement – Works will be mainly to flat roof extensions and bay windows to houses and flats, but also may be required to communal buildings including balconies and walkways. The contractor may be required to carry out patch repairs as well as complete replacement coverings. The extent of the works will be decided by the CA in consultation with the successful contractor. The detailed specification can be found in SD2 – Flat Roof Reroofing Specification. As part of the works, the contractor may be required to repair or replace decking and improve insulation to current building regulation requirements. The provider is to allow for protection of the property and the surrounding as work progresses and for the removal of all waste produced from site.

Shed roof replacement – Many of the Council’s properties have an external brick built shed. Generally these have low pitch roofs which are currently covered with asbestos cement sheets. The replacement roof covering is to be with plastisol coated, profiled steel sheets. The detailed specification for this work can be found in SD3 – Shed Roof Specification. Contractors within this lot must be licensed to remove the asbestos sheets and follow the correct procedures for removal from site and disposal (including providing all consignment notes to the CA). There are other shed roofs which are either felted or tiled, but these will fall within the scope of Lots 1 or 2 and not this lot.

Gutters, fascia’s and soffits – The council has a programme to replace soffits and fascia’s with UPVC. This work is also associated with the replacement of gutters and downpipes. The works may either be done in conjunction with roof replacement, done as a standalone replacement, or part of a new build construction (first time installation). The detailed specification for this work can be found in SD4 – Gutters Fascia’s and Soffits Specification. The contractor will not need to provide access for the works as this will be arranged by the CA. If the existing soffits and fascia’s contain asbestos, they will be removed by others prior to commencement of the works. In all other circumstances the winning provider will be required to remove all waste from site.
