two.1.4) Short description

The Scottish Government has a requirement to place a contract with an external service provider for the provision of PISA.

A contractor is required to undertake the fieldwork for PISA 2025 in Scotland. This involves recruiting schools, adapting, and administering the computer-based tests and questionnaires in schools, marking responses in accordance with procedures set out by the international consortium, quality assuring data and acting as National Project Manager (NPM) for Scotland. The work will include field trial (2020) and a main survey. Activities include liaising with the international consortium and ensuring that technical standards are met. Benefits: The outputs will provide the sole international comparison of the performance of Scotland's school pupils and be the 9th wave of the PISA time series going back to 2000. In 2025 the main domain of assessment will be Science. Key deliverables are the collection and submission of data to the OECD for international comparison and producing a fieldwork report. The OECD will publish the international report in December 2025 and SG will produce a Scotland-specific report simultaneously.
