The University of Strathclyde is currently undertaking a market scoping exercise, under Regulation 41 of the Public Contracts (Scotland) Regulations 2015, to understand levels of interest in working with the University to establish a contract for services relating to the trading of UKAs and relevant market intelligence in relation to the UK Emissions Trading Scheme.
The University of Strathclyde is an Operator of a stationary installation within the UK-ETS and has a requirement to purchase approximately 20,000 UKAs. The University has received no free allowances in the 2021 to 2025 allocation period.

This Contract will include, but will not be limited to:
- Purchases of allowances at auctions on behalf of the University.
- Incorporating a hedging strategy on behalf of the university to limit exposure to high prices of allowances.
- Holding and transfer of allowances from an authorised UK-ETS trading registry account to the University’s Operator Holding Account (OHA).
- Providing market insights and intelligence and price forecasts at agreed intervals at no extra cost to the University.
- Running market orders.

The University is currently undertaking a market scoping exercise, under Regulation 41 of the Public Contract (Scotland) Regulations
2015, to understand levels of interest in working with the University to establish a contract for services relating to the trading of UKAs and relevant market intelligence in relation to the UK Emissions Trading Scheme.
Parties noting interest may be contacted by the University and may be required to provide additional information to allow validation of their ability to deliver the requirements of this notice. Such information is considered as market consultation and may be used to prepare the procurement activity.
Please note, if the University chooses to engage the market further in relation to this market engagement exercise, the University will only engage with organisations that have registered an interest in the PIN by 12 noon 22nd November 2021.
