Explanation:

It is considered that this contract can be placed using the negotiated procedure without prior publication of a contract notice pursuant to Regulation 16(1)(a)(ii) of the UK Defence and Security Public Contract Regulations 2011 (SI 1848) on the basis that for technical reasons the contract may be awarded only to Babcock Integrated Technology Ltd. Babcock Integrated Technology Ltd alone has the know-how, technical expertise, skills and rights to access technical documentation in each case required to fulfil and discharge the technical requirements of the contract.
