two.2.4) Description of the procurement

The Department of Health and Social Care is looking to award a minimum of 10 contracts for the delivery of Children and Young People Mental Health Hubs. The hubs will provide early intervention services for children and young people within the age range of 11-25 years old.

There are two geographical areas South and North of England, with a minimum of 5 contracts allocated to each. North England covering North East; North West; Yorkshire and Humber; East Midlands and West Midlands. The South covering East; South West; South East and London)

Initial contract term: 15 months (up to 31/03/2025)

Extension: The contract may be extended for a maximum duration of 12 months, contingent upon the sole discretion of the Buyer, budget availability, and internal approvals. At present, there is no indication of the availability of subsequent funding for this service.

Estimated value for all contracts (including extensions): £3,100,000 exclusive, £3,720,000 inclusive of VAT.
Each contract will have a maximum value of £310,000 excl. VAT. £372,000 inclusive of VAT

Suppliers can submit a tender for one or two of the geographical areas. Suppliers are permitted to submit only one Tender per geographical area.
The contracting authority considers that this opportunity may be suitable for economic operators that are small or medium enterprises (SMEs) or Voluntary and Community Sector (VCS).

This Tender process will be issued by in accordance with the Public Contract Regulations 2015 as amended by the Public Procurement (Amendment etc.) (EU Exit) Regulations 2020 (“the Regulations) Schedule 3 (“Light Touch”) services. This Procurement Exercise will therefore be run in accordance with ‘the Regulations’ as they apply to “light touch” services.
While the Authority is following a process broadly corresponding to an Open Procedure under ‘the Regulations’ neither that fact nor any other statements, acts or omissions of the Authority in connection with this Procurement Exercise should be taken as indicating that the Authority intends to be bound by the provisions of the ‘Regulations’ or the general principles to any greater extent than applies by law to the Light Touch Regime.
