NHS Greater Glasgow and Clyde Health Board (hereafter referred to as ‘The Board’) require suitably qualified and experienced Licensed Contractors to undertake Asbestos removal and remediation services through a framework agreement.

The requirements for this tender are as following:

-Asbestos Removal

-Asbestos Remediation Works

-Works to be carried out following current legislation, contractor will have to ensure the correct paperwork and approvals are in place

1) Minor Building Works Team

Works under GBP 10,000 (incl. VAT) in value will be a ranked framework. The first-ranked contractor will be awarded the work. If, however, the first ranked contractor cannot fulfil the work requirements in the timescale required by NHS GGC the second-ranked contractor will be approached, and so on.

Works over GBP 10,000 (incl. VAT) in value there will be mini competition that will be carried out between all contractors who are appointed to this framework on a project-by-project basis via the Public Contracts Scotland Quick Quote facility.

2) The rest of NHS Greater Glasgow and Clyde

Works under GBP 25,000 (incl. VAT) in value will be a ranked framework. The first-ranked contractor will be awarded the work. If, however, the first ranked contractor cannot fulfil the work requirements in the timescale required by NHS GGC the second-ranked contractor will be approached, and so on.

Suppliers are advised to allow adequate time for uploading documents and to dispatch the electronic response well in advance of the closing time to avoid any last minute problems.

The Contracting Authority does not intend to include a sub-contract clause as part of community benefits (as per Section 25 of the Procurement Reform (Scotland) Act 2014) in this Framework Agreement for the following reason:

NHS Greater Glasgow and Clyde have not had any experiences to date where the contractor has failed to pay sub the contractor in a timely manner under this requirement. However if this was ever to occur NHS Greater Glasgow and Clyde Procurement Lead and Appropriate Estates, Asbestos Team or Capital Planning Team Stakeholders would look to resolve this matter with the contractor. Finally NHS Greater Glasgow and Clyde include clauses within our own Terms Conditions that cover requirements surrounding payment of sub contractors within 30 Days.

The Contracting Authority does not intend to include any community benefit requirements in this contract for the following reason:

It is a mandatory requirement that the potential Framework Agreement participant agree to support the concept, provision and ongoing development of community benefits provision in relation to this Framework Agreement.

A summary of the expected community benefits has been provided as follows: It is a mandatory requirement that the potential Framework Agreement participants agree to support the concept, provision and ongoing development of community benefits provision in relation to this Framework Agreement.

Potential Framework Agreement participants is required to agree to this mandatory requirement. They are also requested to provide a brief summary of the community benefits that have recently been delivered within Scotland, if at all, and also what impact and outcomes these have achieved.

Potential Framework Agreement participants are required to summarise any proposed community benefits that will be developed and delivered as part of this contract if successful or, alternatively, potential framework participants confirm that they will engage with the NHS Scotland’s Community Benefits Gateway (CBG). This gateway, developed through requests from suppliers seeking opportunities to support the delivery of community benefits within the contracting region, provides information on community benefit opportunities. The CBG is a free and easy to use online service that connects NHS Scotland suppliers with third sector community organisations within Scotland and will be used for tracking and reporting and is an approved compliant route to the realisation of community benefits.(SC Ref:776850)
