two.2.4) Description of the procurement
The infection prevention and control service will provide infection prevention and control services to the Knowsley community and strategic leadership to ensure a whole system approach to effective infection prevention and control. The service will be nurse led, by specialist infection prevention and control nurses with appropriate training and continuing experience. Other community staff will support delivery as appropriate.
The service will:
• Co-ordinate, support, and undertake, when necessary, RCA for community associated Methicillin resistant Staphylococcus aureus (MRSA), C. difficile infections and other significant HCAIs, cascade and inform the embedding of learning from cases, recommend, and follow up on any subsequent actions needed.
• Work with local or regional groups to lead and implement strategies to reduce GNBSIs. Monitor effectiveness and provide oversight to commissioners.
• Review, interpret and when required summarise infection prevention and control policy for primary care and Local Authority (LA) social care.
• Provide expert advice to primary and social care providers, schools, nurseries and the public.
• Develop, deliver, monitor and evaluate educational programmes for primary and social care, this will include staff from care homes, extra care, supported living, community care and domiciliary care.
• Maintain and support trained IPC champions across primary care and social care.
• Support providers to implement national tools around environmental cleanliness and equipment decontamination.
• Support incident and outbreak management and contact-tracing, in close collaboration with UKHSA.
• Support initiatives to promote and reduce antimicrobial resistance (AMR).
• Provide specialist support regarding antimicrobial resistant organisms, for example, to health and social care staff, those in residential settings and the general population.
• Undertake an audit programme for primary and social care providers and applicants under the NHS Any Qualified Provider procurement arrangements.
• Undertake action-planning with partners based on lessons from RCAs and audit and implement any actions needed.
• Produce an Infection Prevention and Control Annual Report and Work Plan for the year in conjunction with the commissioners to meet the expected outcomes. Quarterly reports will also be required.
