two.1.4) Short description

The service will take a lead in providing counselling and other therapeutic interventions to improve the mental health and emotional wellbeing of children and young people (aged 0 to 25) and their families. Avoiding an artificial age break at 18, developing partnerships (including working with the youth justice system), finding opportunities for integrated working, and establishing a strong and respected position in the borough through its professionalism and leadership. An i-Thrive model of care will be used, in line with the wider Local Tower Hamlets CYP Mental Health and Emotional Wellbeing Transformation plan. In this approach the service will contribute to the mental health improvement of our vulnerable young people, helping to avoid the need of interventions from specialist services.

At its heart will be an accessible youth friendly staff and services, with strong casework and managerial supervision. It will have dynamic relationships with the third sector, maximising social capital and meeting young people 'where they are', with a holistic approach to recognise that problems around work, school, SEND, family relationships, housing, youth justice, substance misuse , alcohol misuse, sexuality and gender identity, and physical or sexual health which can often impact CYP's mental and emotional wellbeing.

two.2.4) Description of the procurement

Children & Young People's Mental Health service description:

The service will

• Accept referrals for children and young people aged 0 to 25 inclusive where a reasonable description that suggests that the young person may have an emotional wellbeing or mental health difficulty or need.

• Accept referrals from young people themselves, families/carers, and a wide range of other sources, using a varied referral process that is easy and streamlined.

• Provide counselling and other evidence-based interventions to support young people experiencing difficulties impacting on their mental health and wellbeing including: school, special educational needs and disability, relationships, LGBTQ+ identity, criminal justice, substance misuse, housing, physical and sexual health related issues.

• Provide liaison and diversion for young people in the justice system and at risk of offending

• Liaison with crisis services

Aims of Service:

• To provide an accessible, flexible and responsive mental health service to young people in Tower Hamlets with emerging mental health problems

• Improve mental health outcomes

• Contribute to the prevention of avoidable escalation of mental health needs that requite intervention from specialist services.

Key Objectives:

• To develop a brand (including a name) which will appeal to young people in Tower Hamlets and position the service as an accessible, flexible and responsive mental health partner to local organisations

• To develop and implement an effective, coherent, and exciting programme of interventions, and to monitor and adapt it, in line with feedback

• To employ appropriately qualified staff and maintain internal governance and quality systems

• To involve young people and their families in the design of service and programmes

• To provide focused support for young people who are within or at risk of entering the youth justice system.

• To collect and report information about individual treatment outcomes, in line with CYPT IAPT principles and NHSE&I guidelines.

Please note that the PIN is being advertised as a call for competition.

The contract is a going to be for 3 year with an option to extend for an additional 2 years.

The total contract value is £2,155,000. The Contract is expected to commence on 1st April 2022, with the possible deadline for delivery of the service being 31st March 2027.

The deadline for the expression of interest is 25/11/2021 (2.00 pm).

This notice is a call for competition. Interested organisations must inform the contracting authority of their interest in the contract. The contract will be awarded without publication of a further call for competition. In the event that only one organisation expresses an interest and submits a duly completed expression of interest questionnaire, NEL CCG will have the right to enter into a direct negotiation with that organisation to award a contract.
