Network Rail is looking to examine the level of interest and capability in the market to develop and deliver age-appropriate, engaging activities which promote pre-agreed rail safety messages to young people.
These safety messages will be designed to educate young people on the hidden dangers on and around the railway and equip them with the knowledge they need to keep themselves safe.

PURPOSE
The purpose of this national community partnership is to educate young people on railway safety.
Trespass continues to be the single biggest cause of external delay to the network with 3,789 incidents attributed to children and young people in 2022/23, causing 90,040 minutes of delay and costing c.£7m per annum.
Research suggests that the earlier rail safety education is delivered, the more likely it is to be absorbed and change behaviour. The rail industry’s current safety and educational partners fully support this view. The intention of this partnership is to educate children on the dangers of the railway whilst they are young and re-enforce the messaging as they grow to maximise the impact before they reach an age where they are likely to put themselves in a position of danger. Suppliers would be expected to demonstrate extensive reach into local communities.
REQUIREMENTS
Suppliers will be required to develop and deliver age-appropriate, engaging activities which promote pre-agreed rail safety messages. These safety messages will be designed to educate young people on the hidden dangers on and around the railway and equip them with the knowledge they need to keep themselves safe.
Suppliers will be permitted to use educational resources supplied by Network Rail and to supplement these resources as necessary (with Network Rail’s agreement). All activities will need to demonstrate clear learning outcomes.
Network Rail will require documented reporting every 4 weeks to fit in with its governance and assurance requirements, to enable us to understand how the activities are progressing. In addition, a meeting with Network Rail on contract progress, finances, KPIs, reporting details, issues and assistance will take place on a 4-weekly cycle.
Additionally, Network Rail would like the supplier to encourage qualitative feedback on activities and how its members have engaged with the rail safety messaging being promoted, including influencing their behaviour.
