The Camden Adult Substance Misuse Treatment and Recovery Service offers: a single point of entry to substance misuse services, increased flexibility of where and when services are offered; increased partnership working with stakeholders. A flexible approach to those experiencing multiple disadvantage, Support to families directly affected by substance misuse and to help minimise intergenerational substance misuse.

The integrated service will: implement a treatment and recovery system which hold service users at its core and works alongside them to identify and develop both their personal strengths and to participate in designing the most effective delivery model for the service. Encourage and embed recovery within the service user community and across the borough. Reduce the harm to, and support recovery and resilience for, those family members who have been affected by someone else's substance use / misuse. And maximise the number of service users who achieve sustained recovery.

six.3) Additional information

The variation is with the scope of Regulation 13(1) of The Health Care Services (Provider Selection Regime) Regulations 2023. The potential variation from the Supplimentary Substance Misuse Treatment and Recovery Grant allocations were clearly set out in the original contract notice and the procurement documents. Bespoke clauses were included in the contract setting out the scope and nature of these possible modifications and the interventions that form part of the modification to achieve the outcomes of the National Drug Strategy 2021 do not alter the overall nature of the original contract.

There are no conflicts of interest identfied in the decision making for this variation.

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

The variation is designed to facilitate the delivery of additional interventions during the 2025/26 financial year, enhancing the existing service provision. This will support Camden in achieving the required outcomes set out in the Drug and Alcohol Treatment and Recovery Improvement (DATRI) Grant Plan, which forms part of the National Drug Strategy (2021).

The existing contract allows for adjustments during Years 1 to 3 to accommodate allocations from the Supplementary Substance Misuse Treatment and Recovery Grant.

Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee.

Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

The proposed variations fall within the scope of Regulation 13(1) of The Health Care Services (Provider Selection Regime) Regulations 2023. The potential adjustments arising from allocations under the Supplementary Substance Misuse Treatment and Recovery Grant were explicitly outlined in the original contract notice and procurement documents. Bespoke contractual clauses were incorporated to define the scope and nature of these possible modifications and interventions, ensuring alignment with the objectives of the national Drug Strategy. These modifications do not alter the fundamental nature of the original contract.
