Suffolk County Council is seeking to establish a Framework Agreement to provide Domestic Abuse Accommodation. This procurement is for services listed within schedule 3 of The Public Contracts Regulations 2015 and as a result are subject to the Light Touch Regime under those regulations. Therefore, the Council is not obliged to comply with the full requirements of the 2015 Regulations, however the principles will be applied. The framework will be for a duration of 3 years commencing 1st April 2023 with the option to extend for up to a further 2 years. The anticipated total value of the framework (including the extension period) is approximately £3,330,000. The framework will consist of 3 Lots. Lot 1: Refuge Lot 2: Specialist Safe Lot 3: DispersedThe submission deadline is 10th November 2022 at 12noon.

Dispersed: I. Safe (secure and dedicated to supporting victims of domestic abuse), self-contained accommodation with a similar level of specialist domestic abuse support (accessed through the Domestic Abuse Accommodation Support Framework) as provided within a refuge but which may be more suitable for victims who are unable to stay in a refuge with communal spaces, and/or where peer support from other residents may not be appropriate, due to complex support needs, or where older teenage sons cannot be accommodated in a women only refuge, for example. II. Safe (secure and dedicated to supporting victims of domestic abuse), self-contained ‘semi-independent’ accommodation which is not within a refuge but with support for victims who may not require the intensive support offered through refuge, but are still at risk of abuse from their perpetrator/s.
